Update an authority claim for the given Id
PUT/organisations/:OrganisationId/softwarestatements/:SoftwareStatementId/authorityclaims/:SoftwareAuthorityClaimId
You can edit the claim till an SSA is generated on the software statement. Once generated, you cannot deactivate the claim. If parent software statement is revoked/deactivated then this claim cannot be activated
